about a week-long event and actually constructed a building and this also helps us it restore capability to wherever we are responding to. this shows a lot of different response here. this is our urban search and rescue event that was part of the overall exercise. we had a lot of different partners that responded to this rubble pile. we had urban search and rescue, u.s. coast guard, and this provided an opportunity for our military to work with the federal and state partners there in learning how to interact with their agencies and also being able to learn some of the different capabilities that they have in using their equipment. we also had some medical partners there where they were able to locate and evacuate the medical patients and that also showed a great partnership. this is the health care association for hawaii and this is the part of the agency that helped us coordinate the medical response part of this. they were able to conduct a 50-bed disaster medical assistance team hospital on the island of oahu and this allowed the state of hawaii to be able to exercise the
correctvth it building for decades. when i was a member of the board of supervisors, all of us wondered why we hadn't done anything there and the mayor thought the same. >> if an earthquake happened, the building was uninhabitable. it sat there vacant for quite a while. the city decided to buy the building in 1999 for $2. we worked and looked at ways that we can utilize the building for an office building. to build an icon i can building that will house a lot of city departments. >> the san francisco public utilities commission has an important job. we provide clean, pristine public drinking water to 2.6 million people in the san francisco bay area from the hetch hetchy regional water system. with also generate clean renewable energy for city services like public buses, hospitals, schools, and much more. and finally, we collect and treat all the city's wastewater and stormwater making it safe enough to discharge into the san francisco bay and pacific ocean. >> in 2006 the puc was planning a record number of projects. >> the public utilities commission is a very infrastructure-rich organizat
's tough to fit it in but it's important to fit it in and it will make us more effective. we did an exercise back in may in preparation for this and developed a pretty detailed concept of operations. we built load plan, timelines, spare parts lists, we really got into the weeds, thinking about the second and third tier effects, so i want my relief to understand that and i want him to know where that plan is so he can pull it right off the shelf if this ever happens and be ready to respond quickly instead of trying to figure this all out when we need to be getting underway. >> i'll boil mine down into just one, and that is i will pass to my relief to continue to support events like this and look for opportunities to continue to learn how we best in the military can integrate with our civilian and federal contemporaries to be prepared for an eventuality that we hope will never come, but we certainly should be prepared for. so the one thing i'm passing on is keep the momentum. >> thank you, all. one other benefit that was cited in the after action review and also was mentioned tod
participation from city, civilian agencies from all around the region and all of us our fabulous united states military, the coast guard has been fabulous in providing assets to protect everybody out on the bay. it is one heck of a logistics program to get this whole program started and here we are the culmination of nearly a year of planning. we've had exercises, we've had lots of meetings down in san francisco up at the marines memorial, this is a fabulous program, we had a great medical exchange yesterday. senior leaders seminar third year in a row has gotten a lot of attention. we have a lot of new people who haven't been here for the past couple years, we have a lot of people who have been here for the last 3 years, and one of the major consistent people who has been behind this whole program is the chairman of the san francisco fleet week association, general -- major general mike myers who i'm going to ask to come up and make is remarks. >> thank you, lewis. when i accepted the responsibilities for organizing san francisco's fleet week, the guidance given to me by our honorary co-c
touch us on a community service basis point. we have to step it up in our community organizing and work even closer together to prevent and to provide alternatives before things happen to suggest dispute resolution and abilities to argue is fine. but fighting and using violence as the answer -- that is not an answer for anybody. [applause] so our san francisco approach, one that has been derived from all of these very hard meetings that we have had to face each other down and said if we are not for this other program that is happening in philadelphia, chicago, new york, what do we stand for here? what are we doing actively to turn the tide here? as these numbers tell us we are on an uptick. we have got to interrupt. we have got to have better predicted -- predictive policing with all the law-enforcement agencies and have better programs that penetrate the isolation and loss of hope that many of our youth and families are facing, and we have got to have stronger community organizing from the church, from all of the different religious spaces in our community, and we have to build hope an

are interested in having that conversation in a way where we can use the new economy to benefit the city as well as individuals who are proactively taking all entrepreneurship in their own hands to leverage their own resources and knowledge to supplement their income. >> at task rabbit, we're looking to partner with the city and generate more awareness around what we do and how consumers and small businesses can get involved. we have a lot of small businesses utilizing the network as a delivery force or on demand labor force, particularly with seasonal businesses. they do not want to have to hire a bunch of full-time employees for a month or two of work. they're able to utilize the task private network to scale up and down. another case we see is for deliveries. suzy cakes uses task rabbit to get her goodies out. these tasks rabbits are using their own vehicles to do the deliveries. it is typically for a quick five-minute stop. one thing we have been brainstorming with the city about is whether there is a collaborative consumption parking pass or parking network. i know you have some thoughts fo
. although we're transient in nature, sometimes we're in deployment, many of us are home owners and we live in that community. we are part of that community as well. just like the guard, we have an interest in protecting our friends and neighbors. sustainment is, it's important to us and we'll maintain it especially on the region side. we're able to have these long-standing relationships while the operating force side goes forward and supports the on-going efforts, we are able to stay back here and sustain those relationships. >> just to follow on that, the navy squadrons that provide fire fighting capability are a combination of active and reserve components. one benefit of reserve components is more longevity is pilots in the squadrons. you may have people who have been there for 6, 7 years and have seen multiple fires. that mutual trust is absolutely essential to this capability. >> a couple things that come it mind real briefly, we're talking about wild and land fires primarily but rest assured amongst the group here we're always thinking in an all rest capacity. cal fire's missio
got us into the jam we are in now. you are probably very familiar with the whitney we hear all the time. we're using 40% more resources annually than the earth can replenish. we're draining our natural capital. there has been 15 years of sustainable development with development of new green technologies. in 2011, we have the largest out of carbon ever. inequality has reached epic proportions around the world. in the united states, the richest 1% owned 38% of all wealth. the bottom 90% hold 73% of all debt. we are wiping out the planet and the public is left holding the bag. we definitely need something completely different. putting the moral outrage aside for a second, this situation also puts cities at great risk. we've only gotten a taste of the destruction that -- disruption as possible with the numerous revolutions that broke out. the crisis will land hardest in cities. i see city's borrowing language from complexity theory, i see the boys and a critical state. it is a new situation. 50% of global population is urban, young, and connected by mobile phones. the young are the
experiences in combat has showed us there and prior experience with disasters have outlined that even though there's a well-defined system of response it doesn't always work out. what i defined yesterday was that logistics problems may get in the way and interfere with medical surge planning as is outlined. putting resources where they are needed in a huge disaster may outstrip the ability of local authorities to do that because roads are out. the niche we have as the marine corps assets we have the ability to locate some of our resources like shock trauma platoons, that's what we do in combat and we have experience with that and that may be something that may be of benefit to this process. >> during the last panel, mr. cahen mentioned it's so important to understand the resources that his agency has versus the ones that the military has and he said at one point they started looking down in terms of typing, i have this, you have this, how are we going to respond and get the resources we need to deal with the incident. i'd like to hear from all of you what did you learn about what the other
and the resources that we would have available to us in the event of a large-scale emergency. my hat is off to all of you with just how well you've planned, your multitude capabilities, and as secretary schultz said i'll take a note from his confidence of display. to see how you set up in an hour a field hospital to take care of patients, not run of the mill patients, but critically wounded patients. we were so impressed. i think a couple other words the secretary used were impressive and reassuring. that's what it's about, forming partnerships. so, i'm very proud to be not only to be honoring and celebrating our military, but to be partnering once again in cross training. happy to report that a little later today aboard the uss macon, we're learning the best. firefighting below the deck, members on the flight deck learning about aircraft rescue, firefighting. similarly, and i won't be able to stay the whole day today because soon i'll be headed over to treasure island, a former navy firefighting school, we'll have that facility about 14 years and we'll be welcoming 40 members from the u.s. marine
, like those farm workers that taught us to work very hard day and night, like my mother who was a house maid in the presidio and taught me to work very, very hard everyday. like my father who is a shoe repair man in north point in embarcadero who taught me to work very hard and all those central americans who taught me to struggle and a balanced peace in our communities, so with that i would like to say it's a honor to be part of this administration and my vision is to be hold public safety in a balanced way, but at the same time looking at long-term goals that really sustain violence prevention services like a community, as a community, as a united community of san francisco, and so today i just want to honor elpueblo. [speaking spanish] , the village united will never be defeated and i trurl believe in that spirit and i honor those ancestors and all the people that taught us that concept and i hope i can bring that spirit to you and work really hard to make our community safer. thank you. and tell us we need 10, 12, 15, it's our obligation to put that together and get it to them. they are worried about the incident in their jurisdiction which they have to correct. it's our responsibility to reach bond those borders as their extension to bring in the reserves that they need to maintain that kaupblt newt of operation and then where we function through the state utility operations center and the state operations center to make sure that we have that kind of access and that kind of assistance. we need caltrans, we're going to need chp, we're going to need cal fire, we need dwr, they are invested in restoring their critical infrastructure and it's our responsibility to reach across those lines to get that kind of access to keep that kind of restoration underway. >> thank you. mr. brig. >> in terms of establishing standards for resill yepbs, absolutely, we have done that. again as i mentioned earlier, to get our customers to fund all these capital projects we did up a contract with them. this is what you're getting and this is what you're going to pay for. that

is with us this afternoon and appreciate the work that he has been doing and ja -- ja king torres and the community members that stepped up and we have other members and former supervisor member dufty and cohen is out there often and you can see swing dancing in the plaza. i want to introduce to you theresa but also with theresa is a very special person. i want to introduce chef kevin so chef kevin has been incredible in helping the youth to understand the value of running a restaurant and has been working with them, and showing them how to cook basically, and i just saw chef kevin at another wonderful event, our california youth connections who work with our foster youth and donating his time and incredible jump laila and behind me i would like to introduce tammy, dominique, erin, deserie, chris, chef kevin and the leader of the pack theresa. plawz welcome old school cafe. [applause] and the mayor has presented them with a proclamation and they had time with him in his office and it was an honor to seeing the incredible youth doing what they do. they run the restaurant from th
guard above us in a helicopter, even though it was really foggy, they didn't see much, but they demonstrated proof of concept that they can connect the video feed. we learned there are limitations in things of band width and video feed that i'm not qualified to talk about, i'm strictly a push to talk guy. we know as a city when the earth moves, things fall, we get a lot of rubble. that's going to be one of our critical, critical things we have to do. we have to be able to move material and personnel and one of the ways we're going to be doing that is how do we actually get the debris off the road so we can put things back to work. so that was the command of control exercise. we had the marine corps, the navy, and the national guard all working with our department of public works figuring out how would they work together. we didn't give them a lot of coaching, we just kind of put them in a tent and said here is your scenario, here's some problems, and we wanted them to work it out and they did. so it was a very successful year. that's what we did as far as the field
where another great district 11 restaurant used to be "momma's cooking" and "broken record" is there established in 2008 and a great place to eat and a great watering hole in this part of san francisco and in fact there is a group of people that come from san francisco and the bay area to come to the broken record. a great selection of drinks and whiskeys and jason is a big aficionado of whiskeys and things his bar and had different things come and in in that site. it's been an incubator in san francisco. whoever ran the kitchen over the last couple of years are now opening up a restaurant on 400hade street and ricky hobby and there is a great deal of work done and broken work to bring new restaurants and cuisines and always like north american cuisines to san francisco and the southern part of san francisco and i wanted to congratulate jason king for a great establishment, for bringing together giants fans over the year and look forward to you opening up next monday. >> great supervisor. why don't we go to district ten and supervisor cohen. we're going in reverse ord

we found. the cost was close to 30 billion u.s. dollars. how we organize, well, we have something similar that you have. we have the national emergency office under the internal affair minister and they have offices in the different counties, in the different places in chile this emergency office request aid directly to the joint chief of staff and joint chief of staff to the army, navy or air force and then we move the pieces to put the aid where they need it. the scenario, the beginning when we face this was the same thing we are talking about in this seminar. the necessity was access because everything was, the delivery was absolutely hampered because of the roads so we have to clean it. water, food, electricity and communications. another need at that time to do that is field hospital generators, housing, sat coms, purifying water systems and mobile bridges. so the force was at the beginning just to distribute the aid and at the end start doing law enforcement when the government declared catastrophe and the president gave us the authority to do that. so we move the army i

. as a matter of fact, we thought about that as we were stopped on a highway and people were barreling at us, i thought, wow, 400 kilometers is a long way if something goes wrong here. but it puts it all in perspective. their health care was wiped out and they don't have the resources. that's something we would still like to do. the real lesson here is people are way more resilient than we give them credit for. it didn't get better, it got worse. yet they carried on. that's what i take inspiration from. you look at these pictures, you look at the people, you look at the children, a couple pictures of the inside of the tent, it was spotless. if you look at the children they are not filthy by any stretch. there are no bugs. i'm a paramedic, i've been bugs. there are no bugs. my lesson is how do i set things up, how do i bring this back and how does our department, how does our city, how does every single one of us that has a word to say about this help our community set it up to where they will be that resilient? because what we've seen here is we plan for 7.9 or we plan for 7.5, it's o

to keep the ball moving forward. we can't -- i think most of us all here would agree, we really can't prevent the next disaster from happening. but by building the partnerships that we are here today and will continue to build in the future, we can certainly limit the number of deaths and long-term destruction. we can surge a lot of things: resources, people. but we cannot surge trust. so venues such as this is what helps us build that trust so that when the bell does go off we know -- a comment i made yesterday and i'd like to use it again in closing today, the most important thing for me to come out of this two-day seminar and sbat -- into the future is the ability for us to physically face to face look each other in the eye, shake hands and say to each other, we are in this together. thank you, ladies and gentlemen. . >> hi. ok, thank you for joining us today. my name is malia cohen. i represent the southeastern neighborhood, affectionately known as district 10. i am very pleased everyone is here today. thank you for hosting us today and opening up your wonderful sanctuary. where are you? there you are. thank you very much. i appreciate that. i'd like to introduce mayor lee, who will talk to us about some of the proposals we will be presenting to you today to address some of the public safety challenges we have recently been experiencing in the southeastern part of the city. thank you very much, mayor. mayor lee: thank you. i want to also express my appreciation for the other supervisors that are here and also have been engaged with us. certainly, supervisor olague is here. supervisor wiener is here. there is an ongoing discussion about public safety. i also want to express my deep appreciation for our city's cloete community, the interfaith council, and my thanks for today, the pastor and his church and his staff for welcoming us all here in this very integral part of our city and all the ot
from using private car sharing because parking is an issue. we have been piloting this a little bit, and we hope to actually see something come out around parking. obviously, the other issues we have discussed impact any of the schering economy companies. you could also see opportunities to educate the public or just gain awareness for the services through the city and existing programs. >> i forgot to repeat the question, but the question is -- what regulations to the company's what? >> that is a great question. we would love the city to educate themselves and help educate the rest of san francisco about what this is and defined it is something -- as something that is not a hotel. and create regulations tailored specifically to this activity and make sure that this definition and these regulations are applied consistently in the tax code, the administrative code, and the planning code, to make sure there is some coherence about how the activity is treated and regulated. >> i mentioned earlier, running around doing deliveries. some sort of collaborative consumption, schering economy
have the number of committed people coming down and helping us out, it makes all the difference in the world. >> when you want to come in and volunteer, you go through a general orientation, about two hours. there is a lot of flexibility. and the various programs available, are baseline dog walking. you can work with the cats. you can work with tony's kitty rescue, with the small animals and guinea pigs and birds and chickens. >> you always have an appreciative audience. >> do you feel that what you have learned here helped you with your own dogs? >> the training they don't have? yes. and it's things that you learn, we usually outlive our dogs and every time you get a new one, you have skills to teach them. >> one of the programs is training program and it's staffed by a member of the community and one of the programs she has is dog socialization. >> we started this program for canine socialization. and all the dogs available for adoption get to play for two hours. and it's a time for them to get incredible exercise and play with other dogs and we have remedial socialization. an
